Speaker, I have heard the Chair of the Departmental Committee on Education, Research and Technology but I want to say that circulars have been issued very many times before. I remember at one point it was actually the former President, hon. Kibaki, who actually issued that circular. It was not honoured and I believe they are going to take us through the same circle of excuses. I would like this matter handled more seriously by the Committee to the point of ensuring that if there is no policy they ensure that a policy is put in place. That is my concern. We need a long lasting solution but I am willing to wait for two weeks. That is okay."
