    "content": "Hon. Speaker, the gist of this crisis is the opening of the LCs. An LC is an internationally recognised financial instrument that guarantees a transaction. In our opinion, the indication that the tenderers were waiting for the opening of LCs was, in itself, an illegality. Anybody who is familiar with the statutory financial regulations will agree with us because an LC is normally provided by whoever is going to supply goods and services."
