    "content": "I see very serious economic crimes against Kenyans in this report. On this I do not want to think about Jacob Juma or M/S Erad. What was the Permanent Secretary in charge of Special Programmes at that time doing? What was the Managing Director of the National Cereals and Produce Board (NCPB) doing? We must not start by blaming outsiders. We must start with who advertised this tender? Who ensured that the way the tender was advertised was followed? Let us not think about those who sit out there or the brokers looking for business. However, let us look at the Government officials responsible for this scandal.
