    "content": "It is not a must that it should be the same bank. The bid bond and the performance bond are two totally different things. There is nowhere in the law where it is indicated that you must go to the same bank that gave you the bid bond in order to get the performance bond. The two are totally different things. We have the minutes here in terms of the technical evaluation. This report says that there was no evaluation that was done."
