    "content": "I want to go on record as saying that it is wrong to keep on bringing things at the eleventh hour so that we can be told that because there is no time, we have to do this so that we do not lose this and that. They had so much time since Parliament reconvened. I think we knew that we had the Pan African Parliament (PAP) and we should have seen this list. So, we should have proposed Members we think can represent us. Hon. Speaker, Sir, the other thing I have noted is that as bad as it is we have ethnic groups in this country. We also have regions and we represent every part of this country. I do not see any pastoralist in this list and yet there are 85 pastoralist Members in this House."
