    "content": "We only gave, I think, around Kshs5 billion. If you look at the Ministry of Energy as well, they needed more money and we could not raise what they were looking for. Recently, we heard the Cabinet Secretary in charge of roads saying he had got only Kshs17 billion and he had Kshs25 billion goods that he needed to pay for.
