    "content": "thank hon. Jamleck Kamau for this Motion although he is aiming at a very narrow target. This House should help in expanding the horizon and looking at several other measures, so that the burden on the taxpayer is reduced. At the end of every financial year, this House should be able to tell the Ministries how much money they have saved and not how much they have not spent."
