    "content": "Hon. Speaker, Sir, I did not get that one. Anyway, let me address my issue. I fully agree with you. Sometimes I ask myself the logic of asking the Leader of Majority Party some of these questions. I had thought that a straightforward question as this one that touches specifically on a Department or a Ministry like the Ministry of Defence, should have been referred to the relevant committee, so that all these issues should have been addressed at the committee level. The committee would have found out why Sections 28, 48 and 49 were not followed. Sometimes I even ask myself how relevant the KDF Act is to our Constitution. If you look at Article 23 of the Constitution, it talks about how to limit the rights that we enjoy, including the right to fairness, where even a short person should be considered. Recruitment has to be specifically limited. The law provides that you have to state why you are doing so, and clearly spell it out. The KDF Act was passed before the Constitution was passed.
