    "content": "Thank you, hon. Speaker. I rise under Standing Order No.216 (5) on the functions of the Departmental Committees of this House. I also rise under Article 95 of the Constitution on the role and functions of the Committees of this House with regard to the ongoing investigations into the affairs of the Westgate Mall attack in Nairobi. The events of that day cannot be gainsaid. However, I rise to seek the indulgence of the Chair on how best this House should proceed on matters such as this."
