    "content": "Thank you, hon. Speaker, Sir. I think it is good for you to make a ruling on this issue because what hon. Shebesh and hon. David Ochieng have raised is very important in that we have seen committee chairmen rushing to clear some names even before the conclusion of the investigations and that is wrong. A case in point is when the Chairman of the Departmental Committee on Administration and National Security issued a statement and he was shown on television saying that there was no looting at Westgate and then on the same evening, we were shown a clip of soldiers carrying paper bags. I wondered whether it was food that was taken inside there."
