    "content": "Mr. Deputy Speaker, Sir, we are all aware of the importance of this particular Bill. We are also aware that this matter has taken long in this House. We are also aware that this House is under public pressure that something be done regarding what we are all witnessing. By the time the Executive and the House Business Committee were making this decision, this matter was on the Floor of the House. Whereas I agree and abide by your directive, I want to assure the Kenyan public that the cause of the delay of this matter or the deferment of this matter is not out of my personal liking. My resolve to have the issues addressed still remains steadfast."
