Deputy Speaker, pursuant to Standing Order No.44(2) (c) I wish to seek a Statement from the Chairperson of the Departmental Committee on Transport, Public Works and Housing regarding delayed tarmacking of roads by the Kenya Urban Roads Authority (KURA) and the Kenya Rural Roads Authority (KERRA). This problem has been specifically and especially felt in Chuka Town in Tharaka Nithi County which is a town that has been in existence for the last 100 years, but has not benefited from this upgrading of roads. This is in spite of the town being in the neighbourhood of other towns of the same age, namely Meru, Embu, Nkubu and Ishiara which are fully tarmacked. The roads authorities have engaged contractors to design the roads and do the tarmacking most recently in June, 2013, but funds have not been released to allow the contractors to carry out the work. At the moment Intex Limited is the company that has been awarded the tender although the funds have not been released. In his Statement the Chairperson should inquire and report on the cause of the delay in the release of funds and commencement of works; the reason for the Government to spend money on road designs and budgeting and not implement the activity; and the time period within which these roads can be completed especially because we are approaching the rains.
