"content": "Hon. Deputy Speaker, on 1st October 2013, hon. John Mbadi, Member for Suba Constituency requested for a Statement from the Chair of the Departmental Committee on Finance, Planning and Trade on the reasons for the delay of the enactment of the Scrap Metal Bill. The Scrap Metal Bill, 2012 was first presented to Cabinet for approval in January 2013 but it was amongst the Bills that the Cabinet was unable to consider due to time constraints. The Bill was then returned to the Ministry in May 2013 to be aligned and reviewed in accordance with the Executive Order No.2 of 2013 which reduced Government ministries from 42 to 18. In view of the combined functions among the departments of industrialisation enterprise and corporate development, the new Cabinet Secretary and Principal Secretary had to guide on the way forward.
