    "content": "In conclusion, the Cabinet Secretary vide a circular attached here also directed all counties to initiate the process of establishing County Education Boards. Therefore, I wish to clarify those counties that have completed establishing their County Education Boards can go ahead and facilitate the appointment of boards of management for schools whose term has expired, in accordance with Section 56 (1) which clarifies that the appointing authority is the County Education Board."
