    "content": "Thank you, hon. Speaker. I am just seeking guidance and direction from the Chair because I have heard certain hon. Members advising you to write to the Cabinet Secretary. I am aware that there is what we call “separation of powers” between the Executive, Judiciary and the Legislature. So where does the Speaker come in to write to Ministries advising the Cabinet Secretaries, as and when to attend Parliamentary Committee meetings? I would imagine that they are all represented by the Attorney General who should advise them. If they do not turn up, it is up to the Committees to issue summons to those particular Cabinet Secretaries. Then we shall have cracked the whip."
