Chepkong’a has raised, is the requirement under Section 28 that they must indicate that when the recruitment begins, there will be so many vacancies available for such county and so many vacancies for such county and so on and for forth. The reason is that Kenyans would want to know why county “a” would have 15 recruits while county “c” has five recruits, and why another one has zero recruits, so that they do not turn up for recruitment to just run around and then to be told “you have flat feet” and such like stories.
