"content": "Thank you, hon. Temporary Deputy Speaker. I have no intention whatsoever of interrupting debate on this Bill, but Parliament is a House of rules and traditions. I notice that the Bill that we are just about to debate is the Kenya Information and Communications (Amendment) Bill, 2013. I am a Member of the Departmental Committee on Energy, Information and Communications. We have discussed this Bill at length. We have engaged the stakeholders. We have just discussed the Tax Appeals Tribunal Bill, which falls under the Departmental Committee on Finance, and which was moved by the Chairman of that Committee. I appreciate that both the Constitution and our Standing Orders are silent on who should move debate on a Bill during the Second Reading; but Article 109(5) of the Constitution says that a Bill may be introduced by any Member – which is okay – or committee of the relevant House of Parliament."
