If you look at this particular Bill and more specifically under the appointment procedure, it talks about: “Within 14 days of the commencement of this Act or of the occurrence of a vacancy in the office of the chairperson or a member of the board, the Cabinet Secretary shall by notice in the Kenya Gazette and at least two newspapers of national circulation declare vacancies in the board.”"
