    "content": "Fund that His Excellency the President launched is in shambles. This is because a Government Ministry is asking another Ministry to act and is waiting for regulations. This depicts that the Government is not in tandem. I request through the Chair that the issue of Uwezo Fund be referred to the Departmental Committee on Finance, Planning and Trade that hon. Benjamin Langat chairs so that they can bring a comprehensive report on the structures and the regulations on how to spend this money. I am told that they have already had the first session. These Members will know how the youth and women in their constituencies and counties will access these funds."
