    "content": "Mr. Deputy Speaker, Sir, this is a problem that has several factors around it. First, when the NARC Government came in, in the year 2003, we came in with free primary education. Thus, there was an influx of pupils in the schools that created the shortage. The more students you have, the more teachers you need. The Government did not have sufficient funds to hire enough teachers. Furthermore, there has also been an increase in teachers’ salaries. All these factors are as a result of these pressures we have as regards recruitment of teachers."
