    "content": "Thank you hon. Deputy Speaker. Again I want to go on record saying, just as I do every time, that a technical and important Bill is being passed. I am sure that if the country is seeing me, it can see that the House is empty. This is the business of Parliament. Apart from the few colleagues who are here, it is near empty. At least, we have a quorum. This is a very important Bill. It was the same when we were debating the Capital Markets Authority Bill and the Insurance (Amendment) Bill.
