    "content": "Hon. Temporary Deputy Speaker, having said that, I support this Bill, which in my opinion, requires some amendments. Clause 18 needs to be amended to protect the taxpayer as well as the taxman. It sort of gives the Tribunal power to say when there is a dispute whether the taxpayer will pay the money or not. I think we probably need to go the way we went with the Finance Bill by defining what exactly the taxpayer ought to pay pending the determination of the dispute. That is important. Let us bring sanity to this Clause."
