"content": "Clause 32, in my opinion, invites an amendment. Let us also give the period that the High Court needs to deal with the appeal from the Tribunal. Clause 34, in my opinion, has certain unconstitutional aspects. It sort of shifts the burden of proving one is not guilty to the taxpayer. That will certainly not be in tandem with the Constitution. We need to let the person accusing to prove that, indeed, an offence has been committed. Clause 34 has sub-clauses 1 and 2."
