    "content": "On a point of order, hon. Deputy Speaker. Thank you for giving me this opportunity. I thank the hon. Commissioner for rising under Standing Order No.96. The fact that this Motion had been proposed under Standing Order No.58, becomes the property of the House. It can only be withdrawn by leave of the House. So, it is right for the Member to withdraw the Motion, but the Question to withdraw the Motion must be moved and seconded and therefore, put to the Members. Thereafter, we will give leave to withdraw the Motion because it is now the property of the House. So, I ask for directions. Looking at Standing Order No.96 and No.58, the Motion should be properly moved, seconded and if there is debate, the debate should be taken and the Question put.
