"content": "Mr. Deputy Speaker, Sir, the Minister is giving us answers which we were given by the Minister for Roads, Mr. Franklin Bett, when he was trying to run away from what the Members of Parliament were asking for. This Question is about the Ministry of Water and Irrigation informing us, as a House, when and how they are going to devolve funds to the constituencies, so that we can ensure that the level of corruption in the Ministry, which is as it was in the Ministry of Roads, is brought down. The existence of DDCs is of no value and is not going to be useful. We want money allocated to the constituencies and disbursed in line with the constituency framework that is working and ensuring that development is realised in every corner of this country."
