    "content": "Yes, hon. Temporary Deputy Speaker. Number two, there is the argument that people with special needs were not considered. There has been an opinion in the Supreme Court defining what is a right which should be implemented now and a right that should be implemented systematically. These are special interests, issues related to the youth and gender. The Supreme Court in its wisdom has held that you cannot implement that right immediately. It is something that is progressive. So, therefore, my argument is that that is something that can be implemented."
