    "content": "Mr. Deputy Speaker, Sir, hon. Members should know that we are still in the process of implementing the Water Act, 2002. We are also putting the Water Act of 2002 in line with the current Constitution, where we have to ensure that every Kenyan gets water because it has now become a right of every Kenyan. Therefore, we are trying to put that in place. We also have eight Water Services Boards which have not provided services closer to the people because of the distances and we are studying that at the moment. I have put a task force in place to study this and see how we can narrow the gaps that exist, so that we can serve people better."
