Member that he should not feel defeated that I have not given him the answer to the first part of his Question. If you look at the way I have answered the first part of his Question--- He sought to know how the total development budget of the Ministry was used. I have told him how it was used. He did not ask how much was used in this, that and the other. Let me also say that this is very different. If you said that under roads, we allocate a certain amount for water, we may just get water from one constituency and it flows. For instance, today, let us say we have set aside Kshs2 billion for water that comes from Masinga to Kitui. That Kshs2 billion will serve Kitui West---"
