    "content": "You remember that we had only one university. We had one airways. One could move from Dar es Salaam to Gulu without requiring any piece of paper. In any case, if you look at the whole of East Africa, the people are together. If you look at the southern part of Kenya and the northern part of Tanzania you will realize that the Maasai there move across the border. In the Mara area, the Luos move across the border. In fact, some of them say they do not need any ID because they believe it is one country. The same thing happens in the western Kenya/Uganda border. It is time we actually brought our people together and widened the market. In that context, I think this amendment Bill brings what is very desirable. We should address the little hiccups. I also support this Bill because it is, for once, protecting people who have taken insurance policy. Time has come when we have to move the mindset of our people. Those of us who live in the cities might think that we are all in the money economy. There are a lot of us who have actually not moved into the money economy; they are scared of the losses they hear people incur when they take insurance."
