    "content": "The Bill again brings in the issue of time; when you need to be compensated and how long it should take. Those are things that have made it very difficult for people to get insurance. When they get into insurance, at the time they need the benefits, it does not serve them. Since this Bill brings in that, I think it is extremely important. I have looked at it and there may be a few places that we will have to amend. In Clause 5, I wonder whether the word should be “after” or “before”; but when we come to the Committee of the whole House, I think weaknesses will be brought out and we will get clarifications on them."
