    "content": "Mr. Speaker, Sir, some hon. Members have raised concern about the proposal to pay them Kshs2,000 per month. Probably, this is less than the minimum amount that one requires to lead a reasonable life, but the Constitution talks about the elderly receiving reasonable care and assistance, not only from the State but also from their families. Therefore, my Motion does not seek to transfer the entire responsibility of caring for the elderly to the State. I am cognizant of the fact that we are living in an African society, which has its own values pertaining to the way we care for the elderly. Therefore, my Motion seeks to spread the responsibility between the State and the families of the elderly Kenyans."
