    "content": "We have seen a number of programmes that the Government initiates, where we budget and allow money to be spent in this House. However, through information that has filtered back, there is a lot of wastage in Government spending. It has been said that out of the almost Kshs1 trillion that was budgeted for in this Financial Year, the wastage was expected to be about Kshs275 billion. If there was care and prudence on the part of the Government on the way they spend money, there would be enough money to be saved. The budget that we are talking about for the financing of this, assuming that there are about 600,000 people is about Kshs1.2 billion. It is because of this that it is very urgent that the Government considers allowing this Motion to go through and then sets aside this money, so that it can cater for the elderly. In fact, I would have liked a situation where the Government also takes care of those who are unemployed, like it happens in other countries, as it was alluded to by one of my colleagues who spoke earlier on. The Government should take care of the unemployed people, because it is its responsibility to create employment opportunities for its citizen and where it has failed, it should be able to take care of its citizens."
