"content": "better to stop giving 44 districts or locations until everybody is taken care of, unless we are assured that we are going to give arrears to the elders who have not received any money. They are all Kenyans. All of them have the same needs and backgrounds. It is so unfair to keep on talking of the elderly receiving money and yet, we know those who are receiving are in only 44 locations and not even 44 districts. So, I would rather we stopped it and started to rethink. I would challenge the Ministry to come up with a very clear policy on the elderly, and how we are going to implement Article 57(d) in a holistic manner. Maybe, as we are passing our Motions, the Ministry is also looking at issues on how to implement this. So, we would like to have, in addition to what we are passing today in the Motion, a clear policy from the Ministry on how to take care of everybody. But I do not support a system that supports a few Kenyans and not everybody. This is a right to Kenyans. We have passed a new Constitution and all elders must receive the money. So, if it means reducing the amount, let us do so to cover everybody. If it means increasing the age bracket, let us do so. But it will not be fair for us to continue saying that we are giving out that allowance and yet, we are giving to a selected few. Finally, I also think there is need to put a date in this Motion when this will be effective. When are we going to effect it? I would also like to suggest an amendment to say that the effective date âwill be with effective from 1st Julyâ so that we ensure that all Kenyans receive that allowance---"
