    "content": "Madam Temporary Deputy Speaker, I am opposing the proposed effective date of 1st July, 2011, and requesting that the effective date be 1st July, 2012. I also want to bring to the attention of the House the amount of money involved in this case. If you multiply 1.8 million people by Kshs2,000, you will get a monthly bill of Kshs3.6 billion. So, we are talking about an annual bill of Kshs41 billion. It is from this viewpoint that I oppose the proposed amendment. This amount is not included in the Budget Policy Statement that we passed recently. Therefore, it should not take effect before 1st July, 2013."
