    "content": "Mr. Deputy Speaker, Sir, I agree with your direction completely and I would add that when that time comes for you to give a comprehensive consideration to this matter, also take into account the fact that this Senate can also, in my view, debate and form an opinion on matters or Bills which do not necessarily concern the counties because the Senate as Parliament, under Article 94, is also the protector of the Constitution which also contains the Bill of Rights and other issues. So, there may be a Bill which may not necessarily concern the counties per se but which touches on other aspects of the Constitution. Therefore, we as Senate, have the right, if not to enact, but at least to pass a resolution on our viewpoint on that Bill. I would like that to be taken into account when the time comes as you consider to give a comprehensive opinion on the matter."
