    "content": "Mr. Deputy Speaker, Sir, I appreciate the verbal report that has been given by the Chair of the Committee on Finance, Commerce and Economic Affairs. It is a practice of this House and all Houses in the world that such a report should be in writing. This gives an opportunity to other Legislators to ventilate on the matter. This was not a matter concerning Kitui. There were 21 counties that were classified as marginalised. Some of them were Homa Bay, Baringo and Kitui. We wanted the report to be brought to the House so that we discuss it. The Chair of the Committee has just given a verbal statement that cannot be taken to the bank. I request that you order that something in writing be brought to the House so that we debate the matter."
