    "content": "Mr. Deputy Speaker, Sir, I would also like to join my colleagues in supporting this Bill which is the first one of its nature to be debated in this House. It is a historical Bill. I hope all the things which have been said here will be recorded for the future generation to know that this was the first Bill in this House. Mr. Deputy Speaker, Sir, when I look at this Bill, I find that it needs to have been passed without any argument. We should not spend a lot of time discussing it. Why should we debate it for two or three days? This is a Bill that we have no power to amend or reject. This is an opportunity for the Senators to look in the past and see how much we have achieved since we embraced county governments.
