"content": " Thank you. Sen. Mong’are, before you second, give me one minute. Hon. Senators, you notice that I have been sitting here continuously, which is unusual. It is good to inform you that the Speaker is out of jurisdiction for now for a short time. Both panelists are similarly out of jurisdiction also on other official duties. So, in their absence, therefore, I can only sit here alone. But in consultation with the Constitution and other legislation, if you refer to Standing Order No.18, it says that:- “The Speaker shall preside at any sitting of the Senate but in the absence of the Speaker, the Deputy Speaker shall preside and in absence of the Deputy Speaker, pursuant to Article 107(1) (c) of the Constitution, another Senator elected by the Senate for that purpose shall preside.” If you refer to Article 107 of the Constitution, it says the same thing as our Standing Orders, which is that:- “In the absence of the Speaker and the Deputy Speaker, another member of the House elected by the House presides.” Now, we have a panelist whom we have elected under Article 107 of the Constitution, but since I may want to take a short break myself, we cannot just pick somebody from the Floor of the House and tell them to come and sit here; it will be unconstitutional. We must follow the Constitution to the letter because we are the guardians of the Constitution. So, I am proposing we do that before the Motion is seconded. I want to take a few minutes leave of absence from the Chair. I would like somebody to come and sit here because the Business of the House must continue.
