I want to state here that it is I, as the Attorney General, in 1994, who crafted that Act and moved it in Parliament, and it was enacted. At that time, we had to get the latest list of prohibited drugs from World Health Organization (WHO) and similar organizations. Miraa was not one of them. Secondly, somebody during the Second Reading in the National Assembly, I believe that it was somebody from Nyanza, tried to move an amendment to include miraa on the reasons now being stated. But I opposed. I said that it was not scientific enough for it to be a prohibited drug. But I want to tell you that there is one person to whom the Meru people should be very grateful. When the Member of Parliament from Nyanza stood up to say that they should include miraa, one Mr. Kalweo jumped up and ran from the Government side to the Opposition side and almost attacked that Member of Parliament.
