    "content": " Order! Sen. Haji, first, I want to confirm that the document tabled by Sen. Kiraitu Murungi is not acceptable within the Parliamentary way in which we accept documents. Sen. Kiraitu is a senior Parliamentarian in many respects. Apart from a small top page of Home Office, the document must be authored by somebody who must also sign it. There must be some ownership of the document. So, this is just a good study for those ones who are interested. But the document is inadmissible for our purposes of debate. So, I would urge the Chair of the Committee to ignore it."
