    "content": "Mr. Speaker, Sir, I rise to second this Procedural Motion. We do not need to re-emphasize the need for us to comply with the Constitution because we have said that this House is a House that is guided by the Constitution and the rule of law. There is urgency and importance in this matter. This is a reduction of only one day. It is really inconsequential and immaterial. The purpose of publication is for public input and I think within 13 days that have been availed, all the necessary input and participation will have had ample opportunity and, therefore, there will be no major public prejudice towards reducing the publication period by just one day. I beg to second."
