"content": "Thank you, Madam Temporary Speaker, for the opportunity. I am not happy with the County Allocation of Revenue Bill in its present form. I am not also comfortable with the fact that this Bill has been brought for debate at this particular time. First, the functions of the counties have not been gazetted. Consideration and debate of this Bill is, therefore, not based on a solid and firm foundation. We are intending to allocate funds, purely on the assumption that they will be used to carry out certain functions that have not been specified. Secondly, we are now in the Financial Year 2013/2014. We are allocating funds based on the accounts of the Financial Year 2010/2011. This is a long time ago. In The electronic version of the Senate Hansard Report is for information purposes only.
