Khaniri to try to circumvent a constitutional provision which already says in Article 123(4) (c) that the matter is carried only if it is supported by a majority of all the delegations. I think my colleague is not in order because majority of all delegations means 24. Regarding the issue raised by Sen. Wangari, I think it is very important and we are waiting for your ruling as to whether 24 or 23 is the magic number."
