    "content": "Mr. Speaker, Sir, in your ruling on the issues raised by Sen. Khaniri, I thought there was a fundamental issue he raised which you did not address. I think it has come up again and again in this House but it has never been addressed. Here we are about to vote on a matter which affects counties and, therefore, it is a division situation. The way we have known Parliament for many years, where the voting margin involves a certain number, then the House must make sure that it has that quorum before proceeding with the vote. So, I think Sen.
