    "content": "Mr. Deputy Speaker, Sir, the Motion for which I have given notice this afternoon intends to address the blunder which was made by Sessional Paper No.10 of 1965. The development of this country was skewed towards certain areas which were considered to be productive, against the marginalized areas which were considered less productive. Mr. Deputy Speaker, Sir, it is also a result of the persistent insecurity which has been going on in most of these marginalized areas. There is also lack of employment and other means of livelihood in these areas. As we all know, most of those areas depend on livestock. These livestock have been affected for quite sometimes.
