    "content": "Thank you, Mr. Speaker, Sir. I stand under Standing Order No.43(2)(c) to request for a Statement from the Chairperson of the Sessional Committee on Devolved Government on the role of the newly created Department of Devolution. I would like him to clarify the following issues. One, what is the relevance of this department in view of the fact that the national and county levels of government are two distinct and interdependent only to the extent provided for in Article 6(2) of the Constitution? Two, I would like him to clarify whether the Department is to be used, misused or abused by the national Government in an attempt to control our county governments. Finally, I would like him to clarify what the connection is between the Department on Devolution and the County Commissioners, who are currently in office despite a High Court ruling declaring them illegal.
