We understand this Ministry has been allocated Kshs68 billion. From the description of the Chair of the Committee on Devolved Government, I find it an amorphous Ministry with no function at all; actually it is a misnomer. Could he confirm that the title given to the Ministry is a misnomer because it has no role in the name it has adopted?"
