Senators, having stated that the Bill is properly before the Senate, I will now proceed to the final issue which is the process for disposal of the Division of Revenue Bill, 2013, once the Senate has concluded its consideration of the Bill which is as follows. On conclusion of consideration of the Bill by the Senate, the procedure is provided under Standing Order 147. It says:- “When a Bill which originated in the National Assembly has been read a Third Time in the Senate, the Clerk shall either- (a) return the Bill with a message to the National Assembly, “That the Senate has agreed to the……….
