    "content": "Chair of the Devolution Committee has also expounded this in his earlier answer to the statement - as I have illustrated, to show that this is not so. The devolved system of government is alive and well. This Senate is determined to see to it that this remains the case. Finally, hon. Senators, I rule that in accordance with this Communication, the Senate shall proceed with the disposal of the Division of Revenue Bill, 2013, in the manner provided for in the Constitution and the Laws of the Republic.
