    "content": "Mr. Chairman, Sir, I beg to move that Clause 4 be amended – (a) By renaming the present Clause as sub-clause 1. (b) Inserting the following new sub-clause immediately after Clause 1 – “Where the allocation of monies to a county reserves in a county being allocated, an amount that is less than the amount commensurate to the cost of functions devolved to the county, the national Government shall provide to such counties an allocation amounting to the difference between the cost of functions devolved to the county and the allocated amount”.
